What you will be doing…

Reporting to the Chief Human Resources Officer, the Manager, Learning Centre is responsible for Commissionaires Ottawa’s corporate training and development activities, including the leadership of a team of training specialists. The incumbent plays a key role in developing and implementing the organizational learning strategy, with a focus on workforce readiness, regulatory compliance, and employee development.

The role encompasses preparation of the annual training budget and plans, and ensures training design and delivery is grounded in adult learning principles and aligned with applicable federal and provincial standards and regulations, including CGSB standards and provincial legislation governing the security industry (e.g., PSISA in Ontario and the Act respecting private security in Quebec).

Some of your responsibilities include…

  • Contribute to developing the organizational learning strategy, identifying priorities and appropriate learning interventions
  • Develop and manage the annual training budget and plans
  • Participate in national e-learning initiatives as project manager
  • Ensure training design and delivery is grounded in adult learning principles and aligned with applicable regulatory requirements
  • Monitor federal and provincial regulatory developments and assess their impact on training programs
  • Leverage emerging learning technologies and digital delivery platforms to enhance accessibility and effectiveness
  • Support upskilling and reskilling initiatives aligned with organizational workforce transformation priorities
  • Collaborate with operations managers to identify and address operational training needs
  • Provide leadership, coaching, and direction to a team of training specialists
  • Assess team strengths, assign work accordingly, and identify development needs
  • Report regularly on training activities, outcomes, and metrics
  • Oversee security guard certification documentation for Ontario and Quebec

  • You have superior verbal and written communication skills in English; proficiency in French is considered an asset

  • You are proficient with Microsoft 365 and learning management systems
  • You exercise sound judgment, discretion, and confidentiality in handling sensitive matters

Your must-haves:

  • Minimum 5 years of progressive experience in learning and development, including at least 2 years in a management or leadership capacity
  • Undergraduate degree in Human Resources Management, Business Administration, Education, or Organizational Development, or equivalent combination of education and experience
  • Certification in learning and development (e.g., CTDP through CSTD or equivalent) is considered an asset
  • Foundational knowledge of adult learning principles, instructional design methodologies, and the full training value chain
  • Knowledge of learning management systems, e-learning authoring tools, and digital delivery platforms
  • Knowledge of regulatory and compliance requirements governing the security industry in Ontario and Quebec, including provincial licensing legislation and federal standards
  • Must be eligible for and able to obtain and maintain a Government of Canada Enhanced Reliability security clearance
